This kind of fraud is widespread. Most of the Level 1 and 2 H-1B workers are presented to clients as “Senior” or “Lead Engineers.” The client is charged $100/hour, but the worker only gets $40/hour. The profit goes to middlemen - vendors, sub-vendors, and contracting firms.
