Yes this only applies to Tifa. Let me explain why it makes sense for Aerith to be Garnet from a background stand point. Aerith was raised by an evil mother, that make sense. Cloud is a thief all this time never knew. Sephiroth is a machinist, never knew.
Tifa and Sabin have more in common than just being monks since they both lost their fathers and trained under martial artists. So I think it’s a rather thoughtful decision and not lazy at all. Also they classify cloud as an all-rounder (and probably the same for seph) :)
