$20 a month to use a Mac on the cloud for 3 hours a day...I don’t think you can avoid getting a Mac at some point if you want to build iOS apps. I hope the upcoming ARM Macs will be more affordable.
Or you can sell your windows pc and buy a used mac and develop apps for Android and iOS, and you will have to forget about gaming. But at least you will have more time to develop apps 😃
