It is not progressive to let a very small group of highly dysfunctional people to occupy and degrade the public realm. They should be helped, treated and housed. But severe mental health and drug addiction result in wildly antisocial behavior that cannot be tolerated or indulged.

Anti-social behavior is heavily driven by extremely small amounts of people. The number of arrests required to shut down, e.g., an entire city's car theft sector, is in the single digits, maybe teens at most.
