Medicaid "fraud" is generally mostly "doctors decided patients need services that bureaucrats later reviewed and decided the patients didn't need." They're called "improper disbursements" and politicians and media label it "fraud." Yes this is bizarre and stupid.

Minnesota has a GDP of like 500 billion. 10 billion of Medicaid fraud is of course bad and should be prosecuted but it's a drop in the bucket.

Actually awarded by a State agency (so, somewhere downstream from anything on the governor's desk) and nothing has been billed or paid out. The governor can't personally check every contract in the State, that'd be a 9,000hr/day job.
