I find it absolutely impossible to fully reason about OP_CAT. “Lines of code” is a useless metric for these things.

Just speculating, but what if the Federal Reserve leak is fedwire data going back ~decades? 33tb might fit that? look at the public stats and fedwire file format size. Maybe we'd get some real privacy laws in place, like preventing govt from collecting this kind of data...
