I remember Man United doing this chronically in the 90s.
We talked about this at length but the short of it is this: managers are always minmaxing their team for all competitions. Against lower division sides it is almost malpractice to play a full strength side when a rotated squad USUALLY gets the job done. It's a calculated risk.

It was a memorable night for Division III sides in the first night of the Third Round of the 2025 Lamar Hunt US Open Cup.
Just a reminder of the brand new draw procedure as we get closer to the Round of 32 draw on Thursday morning. 8 MLS teams will be seeded as home teams and the other 8 MLS teams will be unseeded as away teams in the R32 draw. Any team can host from Round of 16 to the Final. (1/3)
