When you're building a harmless prototype, it's okay to move fast and break things. But when you have some amount of power over millions of people, move carefully and take care not to hurt anyone.
Academics-led, not-for-profit publishers are also factually excluded by the required qualifications (turnover above 1M euros for last two years). A sadly missed occasion to clean up the publishing business, and hand it back to those that should run it: scientists themselves.
