Really interesting discussion on the role that #Childcare provision can play in local and regional #InclusiveGrowth. Thanks to Emma Dickson @bjafranklin @Maidafloat & Tim Moore for your insights, to @annabel___smith for chairing & to @CentreProPolicy for hosting! #CPPEvents
Moore also notes that the MCA is running a series of Early Years skills boot camps to help professionalise the workforce. DWP is also funding a Sector-Based Work Academy for the #childcare sector in the region #CPPEvents
Final Q is how local authorities can support shift work patterns (esp. around the #NightTimeEconomy) Moore notes thinking on this is still in "early stages" & has historically been taken by Ofsted registered childminders #CPPEvents
Franklin agrees. He also notes that #Childcare is an area "where national & regional governments need to work more closely on this", with regional govts improving skills & provision, which needs to be properly funded by national govt #CPPEvents
While ideally, such a pivot would focus on out-of-work families just as much as working families, Franklin acknowledges that the current financial environment means that there is unlikely to be funding for an offer of universal #childcare provision #CPPEvents
This, Dickson said, has led to the creation of a talent template, which went out to jobseekers to discover the number of people interested in a career in #Childcare, whether they had the relevant qualifications & number of those wishing to return to the sector #CPPEvents
Looking at how a future govt can support CPD in the sector, Moore notes that #Childcare has unique challenges due to legal requirements around ratios means training is often less flexible compared to sectors such as retail & hospitality, which can flex on staff levels #CPPEvents
The webinar now moves to a Q&A session #CPPEvents
On how funding is allocated, Stephens says more needs to be done to address the issue of "childcare deserts" (more than 3 children to every 1 place), which also tend to be in more economically deprived areas #CPPEvents
Stephens agrees - noting that the sector is quite diverse. Unlike children's social care, where "extractive capitalism" is common, Stephens notes the majority of childcare providers are "female-led SMEs" #CPPEvents
With childcare provision now expanding to include more children, Franklin says we need to look much more closely at business models - such as the rates of profit vs the amount used to reinvest in infrastructure & reskilling #CPPEvents
In particular, Stephens advocates for creating mentorship programmes for those looking to enter the sector, and focus on returners - enticing people "back in to a sector they love" with better terms & conditions for workers #CPPEvents
Turning to the current workforce, Stephens notes that it is a values-based sector & people view it as a vocation rather than a job. However, she notes people are considering leaving due to lack of training & career development #CPPEvents
First Q is on whether to stop subsidising poor employers in the sector, Franklin argues there needs to be a change in the way the sector is currently funded. Notes cost of childcare is generally higher to deliver than current DfE rates, so subsidy is needed #CPPEvents
However, Moore notes there have been some work locally around Apprenticeship Levy transfer to support investment in Early Years, with sectors reliant on shift-work (eg NHS & police force) making the business case to help support their workforce by supporting childcare #CPPEvents
Franklin agrees - saying a potential incoming Labour Govt would need to decide whether to keep the current fragmented sector which focuses on "getting mums into work", or move towards an inclusive growth angle which focuses on flourishing children #CPPEvents
Again, Franklin welcomes the additional £4bn announced by the Chancellor, he says that the funding is not targeted enough to "bring the workforce with it", expressing concerns that this means we will not fully realise the economic benefits of better childcare #CPPEvents
Dickson says working with DWP & Job Centre Plus has helped give them a much richer understanding of people willing to work in the sector & what they would want to see to make careers more desirable #CPPEvents
Dickson notes that the MCA has used this "wealth of information" to make more targeted interventions to interested individuals to get them back into the sector. Notes JCP is monitoring this cohort & the data will inform future MCA strategies #CPPEvents
On how to make training more accessible, Dickson notes that across the region, some training provision happens outside of office hours (evenings & weekends). She welcomes the "absolute commitment" of those within the sector & that the MCA can support it #CPPEvents
