Prior to #Unicode13, all 42,711 ideographs in #ExtensionB were added en masse in #Unicode3_1 (2001), so there was no judgment call: UCS2003 representative glyphs simply do not exist for U+2A6D7 through the end of the block.

Using the word “the bulk” is a bit of a stretch with regard to #ExtensionB. I would think that “a significant number” more accurately characterizes the situation.
Only Implementation Level 1 is required, and only 6 #ExtensionB ideographs are included, which required PUA code points in the 2000 and 2005 versions. Supporting all of Extension B—and C, D, E, and F—falls under Implementation Level 3 and is a nonstarter. github.com/adobe-fonts/so…
