I highly recommend a papillon. Believe it or not he only needed to be groomed twice a year. Their hair is like silk. They are not yapping like many small breeds. They are actually a spaniel. In Europe they are known as Continental Spaniels.

Spaniels are the best ,but they are working dogs so need exercise, some more than others but my boy is not happy with less than 3 miles absolute minimum walk per day and looks suicidal until he gets taken for walkies
If you don't want something that's on the go all the time stay away from spaniels! Don't get a border collie or collie cross they should be working, too clever to do nothing & it messes with their heads!
I looked after a spaniel last year. They need lots of walking, games eg throwing things/hiding treats in house/food in 'toys' so they have to work for it. Can be anxious. But seem to be a lovely, affectionate breed. Id never looked after dogs b4 so was nervous, but i loved her!
