Apparently the #harborplace petition failed by 88 votes-they should have canvassed the downtown right nearby the water where 88 people could easily live.
Correct. But they may be planning to hold for 10 yrs so investors avoid ever paying capital gains tax on that increase in value. (I believe #Harborplace is in an Opportunity Zone). During 10 yr OZ hold period they will basically be free of paying property tax. Layered tax breaks.

UPDATE: To the surprise of no one, it took <5 minutes for @BaltCityCouncil to approve all 3 #Harborplace bills. There was no debate, no roll call, no explanation of votes. @ElectRyanDorsey cast only dissenting nay vote. Done deal done. Our city deserves better than this.

A vote against Ques F is NOT a vote for the status quo at #Harborplace. Its a vote against a sweetheart financial deal that is bad for the taxpayer. Since Ques F strips away any/all usual land use rules it undercuts public leverage to get a better deal or plan going forward. 3/
