[2/6] Largely, the 2016 #NYDeclaration & 2018 #RefugeeCompact were developed in reaction to the 2015 mass arrival of Syrian refugees in Europe. The #GCR elaborated a set of arrangements meant to help provide collective answers to such situations.
To be fair, there was “a global compact on refugees” (& one on migration) because that’s what states decided through the #NYDeclaration while the High-Level Panel is actually a result of advocacy from many stakeholders (few States, NGOs esp.) to redress the gap left with the #NYD
