Well since I'm working my way through React for the first time, I might as well share some study notes.
Did you just spend 45 minutes in the bowels of StackOverflow and Google trying to fix a React bug in an experimental app only to find that you misspelled "available"? No? Just me then?.... Hmm. OK. #WebDev #ReactNoob

Ah! That seems to have done it. It appears that one should call setState() and then let useEffect, dependent on that state variable, handle reacting (har har) to the state change. #reactNoob
