Those dams are situated on actual rock. #sitec dam is on weak shales with serious bedding plane issues. All which was identified in early investigations. Shouldn’t ever have been started. Successive gov’ts thought they could spend their way out of it. $20B and counting.
Not early enough to save a few $B. Early engineers like Vern Ruskin knew the location of #sitec was precariously sitting on weak shale. Rejected twice previously due to risk related to cost. Hastily devised patch going to hold if water infiltrates the weak shale below powerhouse?
