We’ve recently heard of cases where LAs are removing/reducing top up funding for EHC plans. The legal duty to secure the provision in an EHC plan rests with the LA - they must fund the provision in full and must ensure that it is delivered. More here: ipsea.org.uk/news/can-local…

What triggers a school to consider that a student listed on the register as "Monitoring Level" for starting the One Planning Process? Answer should be a new diagnosis, problems occurring, and starting disciplinary procedures. Yet they wrongly still keep monitoring.

You can't punish a child into aspiration, achievement, resilience, respect, & good behaviour. Negative consequences only work if they are matched equally or exceeded by reward. As humans we learn more by example than my instruction. Instruction is cancelled out by a poor example.
