This is a pretty interesting research paper by the ECB's director of general market operations. Detailed sections on CBDCs, stablecoins, and Bitcoin/Lightning for improving cross-border payments.
We have been running Lightning nodes at @river since 2019 and have only seen a consistent, steadily accelerating increase in reliability, volume, and network functionality. When we extrapolate out this compounded growth we get very excited.

Independent arguments for light-touch bitcoin/PoW regulation: 1. Energy regulation should be use-neutral; 2. Bitcoin’s value outweighs the energy/environment cost; 3. Mining is a net good for energy/environment. All combinations of 1-3 are consistent. Match audience/context.

Texas miners shut down to relieve pressure on the grid. My feed: they should never have been on in the first place. Still a net negative, blah blah… Imagine this response to any other industry powering down during a grid emergency.
