It’s not a “buyout”. Media keeps calling it a “buyout” but that’s not the offer. Their offer is to get public servants to agree now to resign in the fall, but they keep working full time virtually & get paid for the work. That’s not a “buyout”. I can think of another word though.

The Trump administration is reportedly offering buyouts to federal employees, with at least seven months pay, if they accept the offer by Feb. 6. Those who resign will get paid with benefits and be exempted from all applicable in-person work requirements until September 30.
