No, it really isn’t. It was to make borrowing easier. Before WWI, Congress approved every bond issue, as most state legislatures still do. But that got to be a pain with the borrowing for the war, so Congress gave Treasury the authority to borrow up to a certain amount.
I joke that when I vote now I have to resist the urge to stand outside the polling place and introduce myself to everyone who comes in to vote. But this makes me wistful for the energy and joy of an underdog campaign.
