A platform for people to retweet/reshare garbage hardly seems like a substitute for a platform where ideas are explored and debated with rational arguments and supporting examples and verifiable facts.
Strictly speaking, democratizing speech wouldn't amplify anyone. The ability to retweet or share is at the core of the problem. But retweeting and sharing is at the core of monetization. For @elonmusk to succeed in democratizing speech twitter would have to financially fail.
