The idea isn’t that the cops are profiling the correct proportion of people by their skin color, but rather that the cops are correctly identifying suspicious behavior or actions, which are exhibited by certain groups in the same proportion as criminal activity. 1/n

Consider the incentives. Policing interactions that max crime detection should not in general affect all groups/situations in linear proportion. They will instead focus on the groups/situations with the highest crime rates AND lowest costs to detecting/prosecuting those crimes.
