Entity Listへの50％ルール(Affiliates Rule)適用の1年間停止は11/10から(WHのFact Sheet)、FRで通知される見込み。一方、同F/S中の中国側措置は10/9付のレアアース関連規制の停止(期間には触れず)とレアアース関連の包括許可(＝'25/4と'22/10の規制の撤廃と主張)だが、現時点で中国合意の確証はない。

10/24付産経新聞の紙面は「大量破壊兵器の開発、使用、貯蔵に用いられる可能性がある海底ケーブルなどをロシアに輸出する場合」に許可が要ると、リスト規制ではなくWMDのCA規制を示唆する。核ミサイル搭載とは言え、原子力潜水艦を守る監視網をWMDの開発、使用、貯蔵目的とするのは無理があるだろう。
