I agree. Surely the story controls the word count of a first draft?
I'm a little curious. How do you know how many words the draft should/could/will have? And why is that a focal point? What is it you are writing? I ask because I am an author of fiction and I would find it strange and inhibiting to concern myself with a word count while writing.
