It looks like the Robotaxi's do have a "stop" button on the screen? The "safety monitor" in this @DrKnowItAll16 video actually had to put his finger over it. This would in fact, make the "safety monitor" a "safety driver".
The "safety driver" does not appear to have any way to interact with the controls. There does seem to be some buttons on the screen?

Unfortunately, "safety drivers" will dominate the conversation. If Tesla had a PR team, they would have dressed the monitors in guard uniforms and called them security guards. They should have put out a press release discussing exactly what the security guards were their for.
They didn’t miss their launch date, and there are no drivers in the car. The media misreported the launch date.
