Ben is right. At one point during the construction of HS2 two different parts of the British state tried to sue each other to halt construction/keep it going. The only reason it didn't cost us hundreds of millions is that the judge told them not to be so bloody childish.
Any time that something like the bat tunnel gets raised as a problem with the UK's infrastructure planning process, you will be told that it is an outlier. But it isn't. I see examples like this every day. HPC's fish return system cost us SIX bat tunnels!
