From what I've heard, Physics is one of the hardest courses you can study in a university, but it has a lower cut-off mark... I guess cut-off mark is not solely based on the hardness of the course, but its competitiveness e.g 10,000 applicants for mec engr, < 100 for physics.
Best graduating student should be limited to departments only. You can only determine the best when everyone is tested on the same scale ๐ฅฒ All courses are hard, but some are harder. There's a reason why cut off marks exist
