Why is it that Coinbase, Gemini, and Kraken can support Zcash while complying with the law, but Binance can’t? If it is part of some secret deal between Binance and the US DoJ then the public needs to know.

Day 19 of asking @coinbase to stop using supermajority client Geth as their sole Ethereum staking execution client. As a solo staker, I've been running a minority execution client for over a year. If a small-scale hobbyist can do it, so can Coinbase!
Why are people not building apps with two independent implementations? If you have two independent implementations that need to agree on a uniform state mutation before said mutation is applied, you essentially tradeoff correctness failures wrt implementational bugs for /1
