After finishing my first year at Harvard, back in London for the summer and excited to be working with @UKDayOne on policy ideas that can supercharge UK growth and progress.

Just finished up a paper on this at HKS. Local authorities’ core spending power is down 25% since 2010/11, population up 6%. Pressure on local authorities is way deeper than bad leadership. Surprised this isn’t higher up on the political agenda.

There has certainly been a corollary between poor/chaotic leadership (and lack of transparency meaning failure surfaces too late) and 114s. But the growing feeling in the sector is that increasingly, councils at risk don’t so much fall into that category: it’s simply about £
