There is no legal justification, whatsoever, to use military force against a NATO ally like Greenland. If any military member participates in this without congressional authorization, they are following illegal orders.
Two other significant points after the agent fires his final shot- 1: The vehicle accelerates, presumably as the driver slumps on the gas, striking two other vehicles and a telephone poll. This is the moment of greatest danger to the public - a danger caused by the ICE agent.
The moment when the agent fires his weapon for the third time. The vehicle is past him and is obviously not a threat to any agent on the scene.
