The question of the political motivations of individual shooters is largely immaterial to questions of culpability. Every shooting is the fault of the Republican Party, which is the party that insists on conditions that make shootings and political violence inevitable.
We can't have a government half comprised of a group that seeks that government's overthrow. You can't have a U.S. led by a group that hates and wants to destroy other U.S. citizens. No Republican should be permitted to hold or seek elected or appointed office.
