I Promise the agency does a NOT. In 2025 when there is no design/engineering work even started for potentially large complex improvements $2m is not much to add some specialized help to our already great team to get things started & figured out quickly. Nothing is easy, trust me.

The reason we need to allow agencies to do work in-house is so that they don't spend $2 million on a consultant who doesn't know their train operations better than they do. I promise you know the agency staff knows where the station should go, I promise.
