Unfortunately #BS8300 is a #CodeOfPractice which means not compulsory. I know some bad pavements predate the BS, others don't. My concern is if councils cannot adhere to this, what can they adhere to?

Currently the only guidance on evacuation lifts is in #BS9999 #CodeOfPractice (not compulsory) Fire Safety in (non residual) Buildings. Published January 2017 (pre Grenfell), requirements for evacuation lifts differ from those in 2019 draft of #BS81-76.
