That was made with a freeware ym2612+psg tracker called VGM Music Maker, which is sometimes called VGMM (see pic). It was made by Shiru Otaku. You can look around for download links. The latest version was 1.1. Also popular these days is the freeware #Deflemask. Check 'em out!
