In nature, a "complex adaptive system" (like a forest) evolves to survive shocks. a "complex maladaptive system" does the opposite. it responds to stress by doubling down on the behavior that caused the stress. it tries to fight entropy with rigidity.

If you study complex adaptive systems as I do, you will see many, many component subsystems that variously interact, often highly varied in influence, often non-linearly. Even if some components are optimal, others may not be, moreover, the entire system is unlikely to be.

Have you tried different arrangements/combinations of multiple environments and selective pressure at the two levels. I think this is important in order to be able to have complex accumulated adaptations emerge in the system.
