It's kind of crazy how in 1982 they made a movie where the easiest way to spot infiltrators in your midst was to ask to ask them simple, hypothetical questions and they would freak out and attack you.
People say things like this because they can’t imagine how heavily polarising political disputes can ever be resolved. For civil war, however, you need fissures and disunity within the state apparatus itself. I see nothing like that anywhere in Europe.
