Ole @DreddCNC inspired me to do some learning. With the help of @greg_doucette, I found "To regulate and control the flow of vehicular and pedestrian traffic, the congregation of persons in public places or buildings" EMA § 166A-l 9.10(b)(2) gives governor this power
