Please read this transcript. People speak in many different ways. The issue for me is not whether it's 'correct' or not but that people mistakenly think that this is 'good English' but when someone with a non-prestige accent speaks like this people say it's 'bad grammar'.
Some people think that Boris Johnson speaks 'Standard English'. If anyone wrote in exactly the way he speaks, it would be full of self-corrections, incomplete sentences, repetitions, gaps, hesitations, ums and ers - ie not SE. He speaks 'prestige dialect', not Standard English.
