That backlog is still a decade away from removal. The same for infrastructure. Vidarbha is poor becuase of lack of investment - Nagpur grew far slower because of all the neglect over decades. You are complaining about that issue being fixed?
Between the 1970s and the 2010s, much of Vidarbha's infra and irrigation money was diverted to the belt between Kolhapur and Jalgaon. As a result, Vidarbha had almost no irrigation and farmers died by the thousands every year while farmers in this belt were bragging of BMWs.
