Finalised Birth Data of Heilongjiang in “Chinese Statistical Yearbook 2025" gives Heilongjiang's CBR as 3.35‰. Multiplying this by its total population (30.3M) gives a Birth No.of 101500 (instead of 96k) which makes its TFR 0.65 instead of 0.57 (I slightly adjusted my model)

Finally, Heilongjiang and Hebei published its demographic stats of 2024 recently. Hebei with 71M people recorded 440k births, leaving Heilongjiang with 30M people and 96k births. TFRs for Hebei and Heilongjiang 2024 according to my calculations were respectively 1.09 and 0.57.

The greatest Western delusion about China is, and always has been, greatly exaggerating the importance of plan. Like, in this case, for example. It sounds as if there is some kind of continuous industrial policy, for decades Which is a huuuuuuge misrepresentation of reality
