One challenge with the Indian government's emphasis on everything that went right ("not even a pane of glass...") and downplaying of what went wrong ("numbers are not important") is that it makes it hard to have an informed public discussion of how to improve for next time.
Reality check, capability gaps. We haven't heard this from anyone else so far.
