Setting up a new Windows 11 machine: it pushes you to use a Microsoft account, but if I use one I still have to answer how much data I'd like to send to Redmond etc. Why isn't that stored in the account so I get my default settings?

One oversight of defining USB keyboards was not to include a way to query the layout. Why do I have to tell it to the OS during install in 2022? That's not the spirit of plug and play.
